Abstract : Traffic agencies in developing cities must manage recurrent congestion on networks where demand is concentrated on a few corridors and where independent alternative routes are scarce. This article examines what an optimised route-generation framework, in which machine learning supplies traffic-state predictions to an engineering cost and allocation process, implies for traffic control and management in Port Harcourt, Nigeria.

Keywords : Traffic Management; Traffic Control; Route Generation; Incident Management; Network Resilience; Bottleneck Corridors; Port Harcourt.
