The National Defense System (Sisdena) and the National Disaster Risk Management System (Sinagerd): Reflections and Pending Actions in the Republic of Peru

The Republic of Peru frequently presents the impact of natural phenomenology, the episodes of disasters caused in the last forty years, with the catastrophic experiences of the biennia 1982-83, 1996-97 and 2016-17, forces us to put on the showcase of social responsibility disaster risk management urgently. Scientific and academic research explains the importance of studying and reflecting on the leading role of the National Defense System-Sisdena and the National Defense System Management of the Risk of DisasterSinagerd, both as pillars in the Security National. We put to your consideration the context of applied social research, with a mixed, explanatory and descriptive approach of empirical evidence. We delve into the experiential introspective, to relate the national phenomenology, politics (PNGRD) and the national plan for disaster risk management (PLANAGERD). We also point out the social value of forging a collective and public conscience, in the articulation and efficient institutional association in the functioning and operability to manage the risk of disasters and act in case of the occurrence of disasters, in disaster scenarios and critical situations, in order to provide immediate care, assistance and support to people, saving lives, in those vulnerable populations due to natural phenomenology with a national scope.
