Abstract : The culture of non-payment for municipal services in South Africa has been a persistent issue, significantly affecting the quality and sustainability of service delivery by local municipalities. This study explores the underlying causes of non-payment, its impact on the provision of services, and potential solutions to enhance compliance. By analysing the socio- economic and political factors contributing to this phenomenon, the study aims to provide a comprehensive understanding of the challenges faced by local municipalities and propose strategies to improve service delivery and financial sustainability.
