Abstract :

and do not establish causal effects or a Gurgaon-wide total. They suggest an awareness–access gap shaped by convenience,
retained utility, privacy concerns, and uncertainty about future use. A proposed Residents’ Welfare Association (RWA)
pilot is therefore designed around verified formal-channel collection, close-to-home access, clear data-handling procedures,
and auditable reporting. No collection, partnership, data wiping, diversion, or behaviour change is claimed to have occurred.
