This research explains the use of new
technologies within the public enterprise through a
market-oriented approach. The results we find identify
two main sources through which public enterprises must
innovate: a customer-oriented approach to innovation
(understanding current and future customer needs) and a
competitor-oriented approach to innovation
(understanding competitor behaviour).
