Abstract :
The Drinking Water Supply System (SPAM) is a vital infrastructure that supports public health and community
welfare. The implementation of the Drinking Water Supply System (DWSS) in Palu City continues to face various
challenges, including limited-service coverage, suboptimal water supply continuity, high levels of Non-Revenue Water
(NRW), as well as financial and institutional constraints, as reflected in clean water service issues in the Petobo Permanent
Housing (Huntap Petobo) area and several other parts of Palu City. This study aims to evaluate the existing performance of
DWSS management in Palu City based on the BPPSPAM performance indicators, identify the factors influencing its
management performance, and determine the priority factors requiring improvement to ensure sustainable management.
