Abstract : In times where disasters continuously threaten learning continuity, it is very important to provide innovative and accessible learning resources that can adapt to emergency situations and keep students engaged despite the disruptions. This study focused on the design, development and validation of Universal Serial Bus – On-The-Go Emergency Learning Kit in Teaching Disaster Readiness and Risk Reduction, a contextualized instructional material designed to ensure learning continuity amidst disaster-induced learning disruptions in the uplands of the northern region school in the garden city of the north. Amidst the challenges of disaster-induced learning disruptions, this research highlights the necessity of designing, developing and evaluating universal serial bus – on-the-go emergency learning kit to ensure learning continuity and contextualize DRRR concepts making more relevant for Filipino students. Utilizing research and development design, the study employed the Analysis, Design, Development, and Evaluation (ADDE) Model reinforced with Taba’s Grassroot Approach, in identifying the needs and with the guidance of the Cognitive Theory for Multimedia Learning (CTML), ensures that the instructional material was built upon the actual classroom needs and local environmental realities of the community. The study revealed that while learners have a basic awareness of Disaster Readiness and Risk Reduction concepts, there is a demand for improvement particularly on the analysis of disaster in different perspectives. The least learned competencies were identified using item analysis and used ADDE model as the framework for creating the material. Expert evaluation using the DepEd Learning Resource and Management System Evaluation Rating Sheet for Non-print resources resulted in “Passed” ratings across all factors. The result confirms that the Universal Serial Bus – On-The-Go Emergency Learning Kit in Teaching Disaster Readiness and Risk Reduction is a highly valid resource, ensuring learning continuity amidst disaster-induced learning disruptions. This research highlights the successful development of localized innovation in ensuring learning continuity amidst emergencies and disasters.
