The foundation of electronic government is the link between citizens and governments. One of the political aspects of e-government is e-participation, which aims to inform, consult, involve, collaborate, and empower citizens to participate in the decision-making process. This study used a framework for the five levels of online engagement and attempted to empirically test the model with 500 Azerbaijani replies. The study made recommendations on the development of services for citizens' active involvement in state management while also attempting to measure and comprehend the current condition of E-Participation in Azerbaijan, identifying issue areas. In order to contribute to governance theory and practice, this article focuses on the status quo, current issues, and potential solutions for citizen network engagement in Azerbaijan.
