Abstract : This study aimed to systematically assess, design, develop, implement, and evaluate a training package for Physical Education (PE) teachers in teaching Philippine folk dances. The study utilized the Design and Development Research (DDR) methodology anchored on the ADDIE instructional design model, namely analysis, design, development, implementation, and evaluation. The research was conducted during the academic year 2022–2023 at the Bukidnon State University PE Department, involving 40 PE teachers as participants. Adopted data-gathering instruments and evaluation tools were utilized in every phase of the study. The training package was further anchored on the 4P Literacy Ladder Model of Scaffolding Strategy, which served as the basis for the development of an instructional framework in teaching Philippine folk dances. Findings revealed that the PE teachers’ prior knowledge and competence in teaching Philippine folk dances generally required improvement. In response, the training package was purposefully designed to address the identified instructional needs and competency gaps of the participants. Validation results showed that the developed training package was very highly acceptable and aligned with the teachers’ instructional needs. Likewise, the implementation of the training package received a strongly agree rating across all components, particularly in terms of content and instructional inputs. Evaluation results further indicated that the training package was effective, as reflected in the participants’ strong agreement regarding its acceptability, applicability, usefulness, clarity, content, and appropriateness. Moreover, the study generated the IDEA model Instructional Model for Teaching Philippine Folk Dances as a research-based instructional framework intended to enhance the pedagogical competence of PE teachers and improve the delivery of Philippine folk dance instruction. The IDEA Model Framework is compose of the following sequential phases; I-for investigate, D-for develop, E for Execute and A for assess.
