Abstract :
Many government offices in Sri Lanka now handle files through digital workflow systems, yet the record of how files move is rarely used to study delay. This paper presents a simple and reusable framework for identifying and addressing bottlenecks in government administrative approval processes. The framework was developed and tested on one six-stage file approval process carried out in five government offices. Because system event logs were not available, a structured questionnaire was used: Subject Officers copied the stage-by-stage dates from files they had personally closed, giving 150 file records (30 per office).
