Abstract :
The number of work accidents in Indonesia is
still high. Occupational Safety and Health Employment
recorded the number of work accidents in Indonesia as
many as 265,334 cases in 2022.(1) In order to overcome the
high level of work accidents, the government requires the
construction sector to implement the Construction Safety
Management System. The successful implementation of
safety management in the workplace is influenced by
workers' perceptions of the implementation of safety
management. This research is a qualitative approach with
the main objective to describe the factors that shape
workers' perceptions of the implementation of construction
safety management. The phenomenological design used in
this qualitative research aims to understand or explore the
reality experienced or certain behaviors of individuals or
groups of individuals as well as the aspects that underlie a
feeling, opinion, event, relationship, The phenomenological

The results of this study are the factors that influence the
formation of workers' perceptions include leadership in the
implementation of construction safety management,
workers' experience, project teamwork in building
construction safety, awareness in implementing
construction safety management, occupational safety and
health counseling provided, and weak occupational safety
and health authority in decision making that supports the
implementation of construction safety management.
